River comes from a family of highly successful scientists. He believes that people who work harder and achieve more should be given greater rewards than those who don’t. He disagrees with the Ministry that everything should be as equal as possible, because that does not motivate people or support those who can contribute the most.

Where River does appreciate the Ministry, however, is in its provision of a peaceful, crime-free world. He does not mind the personal rules and monitoring too much, because it keeps people safe.
